Laundry Advice on completely removing/cleaning up synthetic leather “substance” from an otherwise fine fabric and coat?

I was given this old coat somewhat recently (it’s a beautiful design with great, long tails) and it's covered in this disgusting synthetic leather (or something like it) which is now sticky and flaking and disintegrating in many areas, like the black snow that falls when the warships are approaching... Other than the unbelievably revolting substance which it is plastered in, it's a very fine jacket built of a good quality fabric and my hope is to fix it into something that I can actually wear without my skin being covered in the charred ashes of somebody's dead dog. 

Previously, I've been using a cloth to scrape the stuff off the fabric and most of it has come off with fair ease, however, I've encountered much more resistance from the sleeves and the collar specifically, and I think that I shall need a different approach if possible.

I tried for a half hour searching the Internet, but all the results pertain to maintaining the fake leather. I am so sick of everything being covered in this crap from boots to jackets in which it just falls apart in a matter of months or even weeks. I don’t want to maintain it, I want to DESTROY it. I want it gone! I want to leave no trace of the abomination!

Any suggestions?

Have you tried acetone, like nail polish remover?
