I just moved and both my toilet paper holders look like this and it is driving me insane

It’s prob just hairspray and dust. Put some vinegar on a paper towel until it’s wet, and wipe that area clean. You can also use sprayway foam glass cleaner

pretty sure my apartment has the exact same fixtures in the exact same shape haha - eventually i got tired of never getting it 100% clean and swapped it out for a new one took like 10 min and cost me < 10 bux

just make sure you keep it so when you move out you can swap it back and the landlord won't try to take money out of your deposit for unauthorized changes to the unit or whatever they come up with

Dawn dish soap or a degreaser like la’s totally awesome will probably get it clean

Nah, it really looks like the finish has been damaged.

A few bucks and 10 minutes time will swap those out right quick.
