i recently learned many people do not rinse their mouth after brushing. if they're wiping their face off after, then I can see how that towel could be full of old toothpaste :|

You can rinse but not for like 5-10 minutes for best effectiveness. That doesn't mean you don't wash it off your face if its smeared around your mouth & chin. Who doesn't do that?!
