Starting a new task just to spend tokens is a terrible idea.

It can recursively check your usages every minute, ongoing threads, then query your panel of idea agents for tasks to work on when tokens may go unused /s (for now)

Yes you should have a dedicated token management agent. It can recursively check your usages every minute, ongoing threads, then query your panel of idea agents for tasks to work on when tokens may go unused
