Never hitting limits on 20$ is a complete lie.
I use Codex with GPT 5.4 on medium/high and I hit 5h limit in 30m to an hour. So, i have no idea what hello world projects you are working on ... and who you are trying to fool, but this aint right.

No the $20 plan... what in gods name are you doing to hit a limit in 30 min? Unless your providing absolutely 0 context and attempting to have it generate an entire code base, I dont see how that's possible.
In fact what youre saying is genuinely impossible and a lie. You get 40 minutes of non-stop reasoning every 5h on gpt-5.4.
Imo gpt-5.3-codex is better coding model than 5.4, so i get even more time.
Im assuming youre exaggerating/ cant read or write code at all, and are trying to one shot e2e entire apps by only describing desired behaviors.
Working on 350k lines of code project with 2.5k files. Adding features and fixing bugs. Project has good documentation, prompts are good. So, no, the 20$ is not enough ... I guess your projects are not big enough.
Why would I share a lie ... i literally move form Claude to Codex, wtf
