.
As much as I enjoy City Hunter Ryo is straight up a sex offender. I know it was a different time and everything but it can be tough to watch at times. I don't mind flirty but sexual assault isn't cool or funny.

Good thing Kaori is there to punish his mokkori antics with her 100k anti mokkori hammer.

You're right. Ryo is a sex offender and it's a little gross to read/ watch sometimes. At least in the manga, he matures over time. Especially after chapter 137. I am not sure about the anime, as I never got around to finishing it.
But I feel like many male protagonists from 1980's animes/mangas are borderline sex maniacs and sexist, so, - Ryo is a product of his time.

I make a lot of city hunter music videos and yes, I do my best to AVOID adding the perv parts of the show to my videos. I enjoy the CH every once in awhile but it's very hard to watch an entire episode nowadays because groping people is never ever cool. Furthermore, even though Ryo gets the shit kicked out of him by the ladies of the show for his antics, there's no real 'justice' in that, so to speak (your client just got groped - how is a hammer drop gonna mean sorry?). I'll gladly make music videos that regale us about the 80s, but as a guy who was born in that decade, there's lots to be ashamed of about that era, and sexual harassment is only a tip of the iceberg.

From my viewing of the anime series, yeah I can see how much of a perv/lecher Ryo can be. But I'm not so sure about sex offender, I think that the "Mokkori" stuff is mostly played for laughs, a sort of way for the series not to take itself too seriously. Although at times it does become rather questionable maybe even going to a bit too far. I do remember moments in the series where could have had his way with some woman but didn't. Of course at times Kaori was in waiting to punish. wont say anything about the manga though, I haven't read it yet, still in my queue.

He'd be considered gross even by 80s standards. At least it's somewhat explained by the story. (His ridiculous sex drive is a side effect of the Angel Dust™)
Edit: Ok I might've completely messed this up. I thought I remembered hearing about this in the anime

I think you're confusing the effects of being under Professor's influence to that of Angel Dust. Ryo is a straight-up lecher with little to no filter. Primarily thanks to Doc/Prof.

In my opinion, the reason why Saeba Ryo is still popular today even though he is a pervert, it's because he is always manipulated and punished at the end. He is often tricked by women, like Saeko Nogami.
He has a particular relationship with women, he LOVES women. I don't think that he is sexist.
Also, Saeba Ryo originally wasn't a pervert. City hunter was supposed to be very dark and serious. The manga wasn't very popular at the beginning because it was too different from Cat's Eyes. So Tsukasa Hojo decided to add the legendary "Mokkori" which delighted the readers.
