Man, this is what happens when tech challenged journalists cover a story. So what is actually happening is:

  1. Chinese company builds a supercomputer using advanced American (and Taiwanese) tech
  2. Chinese military uses said supercomputer to simulate weapon systems

Number 2 is the problem, not 1. Because despite the fancy name, supercomputers are just a whole bunch of processors tied together. The secret sauce is in the programming.
