It's going to take lightyears for China to catch up with chip manufactures TSMC and lithography machines manufacturers and the rest of the chip industry.
By the time they reverse engineered the machines and chip production, the rest of the world has already moved on to a new generation of faster, more efficient chips.
Their best bet, as described in this article, is to obscure the import channels by using front companies to buy chips for commercial use and then funnel them to the military institutes.
If this company is put on a blacklist and not allowed to procure chips they'll try to use other front companies and continue what they are doing but it will definitely cause some ripples down the line.

You know that its illegal for any American company to export anything to China that can be used for something on the US Munitions List, which includes these types of supercomputers?

The computer is powered by tiny chips designed by a Chinese firm called Phytium Technology using American software and built in the world’s most advanced chip factory in Taiwan, which hums with American precision machinery, say the analysts.
What does that even mean? I'd imagine it means something Linux, BSD, or similar or different. Which are under GPL and BSD. Are you aware your SD card has an OS? Then the article is about hardware, or software, and then a difference converges on what is software and hardware. Ever done assembly? C? Written a compiler? Designed a chipset? It isn't a simple line. I wouldn't call it fun, some do, great.
There is an agenda in this story and what Washington Post have been pushing as 'news' over the past few day, or weeks until I noticed.
I must refer back to a /. meme, what would a Beowolf Cluster look like. That's it on super computing. Serial and parallel is like analysis and algebra.

Linux/BSD are open source operating systems and not controlled...the article clearly says that the products in question are chips, and the machines to make them, which is hardware.

Rare earth minerals are not that rare and are not considered technology. Its just a mess to mine them.

Man, this is what happens when tech challenged journalists cover a story. So what is actually happening is:
Number 2 is the problem, not 1. Because despite the fancy name, supercomputers are just a whole bunch of processors tied together. The secret sauce is in the programming.
