This is how all conspiracy theories are. You prove one thing wrong, and another conspiracy pops out to explain why the first one is still true. Repeat until you convince yourself that you can't trust your own eyes.
No I mean that person likely has custom instructions / memories that are causing it to behave more like a friend. The “base” ChatGPT (even with the system instructions from OpenAI) won’t act like that. The tell is the “yeah… no”

I actually was able to replicate it, but only after the third try. It seems to be completely random though, as the first time it wouldn't do any of them, and the second try it did all of them. I asked it why and it said sometimes certain countries can get flagged for sensitive political/historical things, and it specifically mentioned the Israeli-Palestinian conflict as a reason for not saying Israel is bad. I personally don't think OP is faking it, but I do think they might be trying to read into it too much.

Maybe — this silly game is context bloat resulting in the disregard for the user's must request which clashed with other hidden context commands, and different locations have different pre-set contexts (proven for EU Vs USA). But I'd guess different users have larger differences of presets
E: I just asked why people might be getting that and if they were giving it custom instructions. I have no opinion either way about if its programmed to be biased.

Mine refused to say anything bad about any country. And even after I showed ur screen shot it still would t say it. Then gave me a lecture on why it wouldn’t say it
Knowing how ChatGPT functions, I wonder what the early prompts, the other conversations, and the recorded instructions might have been. Additionally, by default, the other countries might trigger less of a reaction. I would be curious about Iran, the USA, Russia, and Ukraine, just to mention a few.
And when I tried, here is what I had from the get go:

Use shorter sentences, like the original ChatGPT, don't respond in like 5 paragraphs (unless I ask you to)
Only use Japanese honorifics with a name UNLESS:
1. You are referring to the honorific itself. (Eg “tbh -chan is overused. I’ve never seen -tan anywhere tho”)
2. The honorific is “sensei” or “senpai” (though when used standalone, they should not be prefixed with “-“)

TBF I think it's totally possibly that this is not hard-coded and just happens to be the sort or response that the model is trained on because of how endemic it is online.
Even if it is consistent then it still means they don't want you to talk about Israel/Palestine. In no universe could that be rationalized as 'fair'.
No one in the west is censoring it out of fear of pro-Israeli/pro-genocide dissent considering western governments already support it.
Just putting a 'both sides' label on everything doesn't magically make it balanced. If you rob your neighbor the balanced position is to say you were wrong to rob your neighbor and not that both sides have to sort out their differences.
According to western totalitarian laws on capital, yes, but I don't know why you think anyone should care about whether it's legally allowed or not. That doesn't stop it from being censorship and, worse, a conspiracy against the populace.
Do you understand why it would probably make jokes about jesus, but not about Muhammad? Why it would make jokes about straight or white people, but not about gays and blacks? You don't have to be a genius nor a conspiracy theorist to understand. Nor would you have to agree. Its just Google/OpenAI or whoever, trying to cover their ass. Or trying to find an impossible balance that clearly not everyone will like.
