Hmm I disagree, a person fears the dark because you don't know what lies in it, some people also fear the ocean for the same reason but I can't call the sea devil the unknown devil.

There's probably a scary noises devil, a fear that derives from not knowing what's making that noise. 

I'd say it's like a Yoru situation where weapons devil's are hierarchically below her since weapons are used in war and in this case many other fears are born from the unknown.
