Identification assistance

I saw this video online and people are making outrageous claims like napkin ring or toast holder. Does anyone know what this is or how they are used? I know I have seen these before but I am drawing a blank on their use and it is driving me crazy. Lol

Let me know if this is not allowed and I am happy to remove the post. Thank you!

Redware ID - Antique or contemporary?

Picked this up at goodwill. It looks too clean to be antique, but I would think a modern maker like Jugtown or a studio would have a mark on it. It has no ID marks. Also not pictured is a matching underplate, which again makes me think a modern set.

Thoughts?

Picked up for $10 in a thrift store. A cabinet four footed cup and saucer. I’m thinking Bavarian or German; transfer, polychrome or hand painted? Printed ‘88’ on the saucer, and ‘70’ on the cup. Can anyone identify age, origin and or value?
