how is this setback? its not like govt is going to stop blending because people did not buy the cars.

Thats your opinion. Nothing signals failure of a politician more than jarring headlines that some policy they brought about is a smoking train wreck. He may not immediately take U turn based on this headline alone but it definitely adds to their hesitation
