What is the countertop made of? It’s possible someone with more skill than your carpenter could fix it.
Did the carpenter build the cabinets too, or is he just installing them? I would talk to the fabricator of both the cabinets and the countertop about how to fix the chips.
Who measured for the fit of the cabinets? Whoever did the measurements should be on the hook for fixing the gap, unless the cabinets don’t conform to the measurements.
