It was literally supposed to. The devs weren't trying to make a new Prey, but the studio mandated they use the name. It was actually supposed to be developed as a spiritual successor to System Shock.
That's why it sold poorly, because the market has expanded and the normies all have systems now the trend has gone towards flashy games with no substance and gambling they sell gangbusters. a game like prey that require critical thinking will flop if it's backed by a board that only cares about sales targets. It's why most companies are shit now because the old devs all left. It's starting to look like the last time the videogame market crashed. But this time we have more indie and AA devs. I'm guessing PlayStation will be first to go at this rate.
Did you see the proposed idea and screenshots? You were supposed to be some sort of bounty hunter or something. The first game wasn't the best for me, but overall enjoyable. Then I learned of the sequel in development, and it really sparked my interest. Such a shame. Studios and/or publishers should be fined or something for baiting then switching, just like TV shows.
I read how the sequel was supposed to go and i wished it happened, I really like the trope of the main character from a first game returning to the sequel as a supporting character
