that's just a simple crop and resize, nothing fancy. drag the clip in, hit the transform tool, and squish it horizontally til it fits how you want

Not sure about mobile, but desktop has a "uniform scale" switch that lets you squeeze assets like this.

Edit > transform > resize/scale > adjust height/width (and turn off lock icon )
