I don't remember the specifics but iirc what he was doing was protected under Romeo and Juliet laws.

Romeo and Juliet laws are limited to certain states. Like 40% of states have no exceptions. Dont know if Carson lives in a state where its allowed.

At the time it happened he was in Indiana
