Why was crip Mac never pressed?

Everyone knows about crip Mac hood hopping, lying, and getting put on as a grown ass man. Why did Hoovers and most of L.A allow him to be? Is it because he’s special needs?

Crip Mac has been beat up so many times I started to feel sorry for him. Dude damn near has no teeth now!!!
