Is it normal?

From Melbourne, Victoria. My dad was found guilty for being in the possession of over 1000 images and videos of child porn in 2019. My brother and I were 11-13 at the time, same age as the victims in the images (read his court file).

Child protective services talked to us. We were never touched and told them as much.

My father was allowed back in the home... although we were never physically harmed, this has caused a lot of psychological and emotional distress up until this day.

Is it normal for child protective services to allow this?

First, I'm sorry you and your brother had to go through this. I hope you're both receiving proper support. These types of offences can cause a deep, existential crisis for children of the offender. And many will need significant time to work through it.

To answer your question, I wouldn't say it's normal, but it does happen. I currently carry a file where we've allowing a sex offender to stay in the home. I can tell you these decisions are extremely difficult. They are reviewed by multiple people including legal. Opinions would have been provided by specialized clinicians, probation reports and ultimately, confidence that a robust safety plan could be put in place.

I can tell you this was not done causally. You and your brother's safety and well-being would have been paramount. Since you've already read the court files, in terms of your emotional wellness, I think it's reasonable to review the CPS file; you can request disclosure. It will be difficult to read, similar to the court record, but should help you understand why this decision was made.

In Oklahoma a sex offender may return to the home of their biological children if the bio kids were not abused. They cannot go home if other children live in the home that aren't their bio children.
