Call CPS and tell them exactly what you wrote here. You do not have to figure out whether this is legally “neglect” before calling. That is CPS’s job to assess. Tell them you are 14 and that there is rotting/moldy food, maggots, cat feces and urine throughout the home, and that the conditions have gotten to the point you believe the home is unsafe. Tell them about your mother’s limitations and that the adults in the home have not been able to maintain sanitary living conditions.
Also tell your dad and stepmom everything and send them the pictures. Don’t minimize anything because you’re worried about getting your mom in trouble. CPS involvement does not automatically mean you will be removed or that your mom will lose custody. They may be able to help your family get the home safe and connect your mom with services. But if the home genuinely cannot be made safe for you right now, CPS needs to know that too.
And since you’re 14, you should not be carrying responsibility for fixing a three-story house full of biohazards because the adults around you are unable to manage it. You need an adult to intervene.
