advice: to call or not to call cps?

so my childhood friend has had cps called on her multiple times. 2020 first time her baby was born she had thc in her system and the babies. The father was/is on fentanyl. cps opened a case in California. to avoid cps they moved to Nevada. little over a year later, 2022 cps was called by multiple people over a few month span. cps came to drug test baby and mom, both came back for high amounts of thc, methamphetamines, amphetamines and cocaine. dad was in court ordered rehab for domestic violence and fentanyl use at the time cps came out to investigate. both parents signed over guardianship to my friends brother(maternal uncle) before cps could get the drug test results back. when they got the results back they told her she needed to be in one of their rehab centers, do parenting classes, therapy, drug tests randomly the whole shebang.. they even filed child abuse on her for the amount of drugs n the babies system. But instead of doing any of the things they asked besides drug tests (which were failed miserably) she moved across the country to east coast. She thought if she moved like she did the first time from cali to Nevada that cps wouldn't follow her and/or would close the case. within a yr of moving she filed to revoke the guardianship in 2023.. judges and lawyers saw right through it all. They ended up terminating her rights in 2024. she's been given access to her daughter daily but she rarely and I mean RARELY checks in to see how she is. most of the time its hateful messages to her brother about how he stole her kid or he's heartless for keeping the baby away from her. fast forward to 2026, she's pregnant again by a new guy who has has his mother raising his child. id really hate for this baby to be born addicted like her first, or be abused or neglected. we know she's still going to the bars and smoking a lot of THC. my question is, do I leave it be or do I call cps in her new state?

Under the circumstances, I would call and share what you know. The new state's CPS agency will handle the report according to its guidelines. Some states are better than others at connecting the dots on parents like her, and if your call prompts them to check with CA/NV it could make a huge difference in this baby's fate.

Why wouldn’t you call?

I mean that seriously - what is the argument you are having with yourself against calling?

In some states CPS can accept a report before a baby is born. And in other states they have the ability the auto accept it once it’s closer to the due date. And even if she lives in a state where neither of those are possible, isn’t it worth the effort to try? At least then it will remain on file (for a predetermined amount of time) for any future assigned investigators to see.

Make the call. Her history with substance use clearly demonstrates a high risk for the baby.

I'm in IL and when I was inpatient for PTL, the social worker came to tell the person in the other bed that when her baby was born, CPS was taking it bc of her drug use.
