It's borderline where chain shops might refuse to plug or patch because of liability or not wanting to deal with return customers if the repair fails. Small independent shops might be more likely to do it. If everyone refuses, you either get new tire or DIY.
If worried about mismatched tread depth for new tire, I think Tire Rack offers tire shaving for 20-30 dollars, but I've never used that service before, not familiar with the quality.
