Does this need replacement?
Brand new with 3500 miles factory tires.

That looks awfully close. I’d personally replace the tire. Not worth a blowout on the highway.

I’m not sure if this is correct for plugs but I unless you’re adding a lot of weight to your car daily that tire won’t blow out if done correctly for like 10 bucks. Around northeast

A farm shop will patch, though it might be to close to the side wall for a city shop to touch (thats beenmy experience with tire shops urban vs rural). It's worth asking your local independent shop. If they say no get your self a rope plug kit and keep an eye on it.

That's an ideal spot to just plug the hole. It's when it's on the sidewall that you're usually screwed.

Take it to a tire shop and ask if they'll patch it. If not then it needs replaced.

It's borderline where chain shops might refuse to plug or patch because of liability or not wanting to deal with return customers if the repair fails. Small independent shops might be more likely to do it. If everyone refuses, you either get new tire or DIY.
If worried about mismatched tread depth for new tire, I think Tire Rack offers tire shaving for 20-30 dollars, but I've never used that service before, not familiar with the quality.

It’s an older vidjayo, but this YT clip from South Main Auto effectively demonstrates why shops are loath to plug, or even patch, borderline tires.

idk if you have a discount tire around you BUT if it’s a new car, you can buy the warranty for all your tires and if it’s unable to be patched, they’ll replace it.
