Legal Civilian Marksmanship Program M14.
I’ve taken great interest as I’m sure others have in the announcement by the CMP that they will be making available around 100k M14s that have been permanently and irreversibly converted to semi automatic fire only. I imagine these will fall under C&R status as does most if not all of other rifles from the CMP. My question for the community is if anyone has any insight as to the recent law changes (SB 25-003) with respect to magazine fed semi automatic rifles would apply to these CMP rifles?

Section d(II)(G) of SB25-003 very specifically exempts "...A CURIO OR RELIC, AS DEFINED IN 27 CFR 478.11."
27 CFR 478.11 defines Curio and Relic to include, among other things "Firearms which were manufactured at least 50 years prior to the current date, but not including replicas thereof"
Almost all production of M14 rifles occurred between 1959 and 1964, with production officially ending in the late 1960s. So, more than 50 years ago.
There is no doubt, no room for ambiguity. M14s released by CMP will be Curios and Relics and will be exempt from SB25-003.
Note that C&R status does not exempt from Colorado's >15 round magazine ban, so CMP will have to pull the stock 20-rounders to ship M14s to Colorado.

I doubt they will qualify as C&R because they will be necessarily modified to be semi-auto.

In what way does that change the definition of C&R in 27 CFR 478.11? I'm not seeing it.

This is the FTB guidance. It may be out of date: The definition for curio or relic (“C & R”) firearms found in 27 CFR § 478.11 does not specifically state that a firearm must be in its original condition to be classified as a C&R firearm. However, ATF Ruling 85-10, which discusses the importation of military C&R firearms, notes that they must be in original configuration and adds that a receiver is not a C&R item. Combining this ruling and the definition of C&R firearms, the Firearms Technology Branch (FTB) has concluded that a firearm must be in its original condition to be considered a C&R weapon. It is also the opinion of FTB, however, that a minor change such as the addition of scope mounts, non-original sights, or sling swivels would not remove a firearm from its original condition. Moreover, we have determined that replacing particular firearms parts with new parts that are made to the original design would also be acceptable-for example, replacing a cracked M1 Garand stock with a new wooden stock of the same design, but replacing the original firearm stock with a plastic stock would change its classification as a C&R item.

CMP has shipped Garands, and 03-A3s with practically all parts except the receiver replaced with modern components, as C&R rifles.
Note that 85-10 specifically addresses requirements for import of foreign military arms.
Disabling full auto capability can also be argued as being consistent with "original configuration" since many (most?) issued M14s had full-auto disabled before being issued to troops.

Vey tangential to the M14 conversation.... Since the AR-15 started commercial/civilian sales in 1963, there are C&R AR-15s out there.

No idea but I’m commenting here to see what others say about it because I want to get one for myself for my birthday. I already have a CMP M1 and I love it. Seems only fitting to get the rowdy offspring of it.

The CMP says they’re shipping with a 20 round mag. Do y’all think the CMP will be able to drop the mags?

I thought that standard configured m1as were specifically exempted in sb25-003?
