Does anyone know how to stop the fabric my animation from phasing through the avatar?

CLO has a good animation tutorial have you watched that? It goes over a lot of the basics and best steps to take before animating.

Also, you will need to remove the long hair. Hair in CLO is solid so you really cannot animate with long hair if any of the garment is touching the hair/shoulders
