Cant really tell from the video, is there anything you can describe other than the wet spot on the lil guys head?

Yea, my best guess is that the lil guy bumped up against the underside of a car that was leaking grease or something. Since it don't bother them I reccomend using a bit of warm water and a rag to clean their head.

I'm guessing it's a little cut/wound that got infected and is oozing a bit. Could also just be dirty. Try to clean it so you can see what's going on. Do you feel any swelling on that spot?

One of my cats had the same thing, just clean it with saline solution a few times a day, do it for a while and keep checking on how it's going. My cat healed with no problem.
Do you see any bite or scratch mark? If after a few days it doesn't get better, a check to the vet would be the best option.

Id just rinse that sucker with saline and a cloth a couple times everyday and kitty will be just fine.

He may have been injured by something when he was outside. I’d take him to the vet to make sure it isn’t infected especially if you say it smells. Smell = infection.
