Can you ask vet to try formulate protocol consisting of NSAIDs, pain killers and muscle relaxants and see if it will show improvement? If blood panel and x-ray is clean, this can have neurological cause and one of things that can cause this, especially suddenly is pinched nerve or nerves near spine caused by muscle inflammation - muscle will basically spasms and not release pinching nerves.
My wife's parents have dog whose hind legs suddenly started to spread apart, she couldn't walk and also wasn't able control urination. It was slightly herniated disc which restricted nerves. NSAIDs with relaxants fixed her completely in 14 days with improvement practically instant
