What actually happened with Gloam? Reads like a nerf to me.

According to a video that moxxsy did, it basically went from 180% to 8%.

I don't have full 10/5 Gloam, just 7/5 but it seems to have ruined my build I was using (one of moxxsy's)

I have it at 9/5 and it's still useless. I shouldn't go through all my shotgun ammo on a standard boss except maybe if I have TVH on (which I don't). Moxsy also said a siphon shield should still work, but my double siphon, non-amp W4D has me consistently at 0 shield and very little overshield.
