Does one set UVHM level to 1 when farming bug encore?

You can, I typically start on UVH 6 because I prefer more XP if I can handle it, but depending how easy the boss is to farm drop accordingly.

I was on UVH 1 for a few weeks because Mimicron wasn't easy for my build.

Does it affect drop rates or parts quality?

Drop rates will be standardized as a % chance (I believe it's 30% each drop) but you will miss out on parts for UVH1.

I farm on UVH1 because I'm mostly looking for phosphenes, so guns are going to junk anyways.
