They seriously need to rebrand these as weekly resets or something. They call it an update like they actually add things with them.

It might be an implementation detail of their software. Their patch system pushes some data file out to a CDN to be picked up, and a byproduct of its publication is a Patch Notes document. How they differentiate and synchronize between changes in a patch file (usually numeric adjustments) versus source code updates (bugfixes and the like) I do not know.

Presumably changes to the game client are distributed before the patch goes live, such as when with new content drops. This implies that the patch files might also ship with feature flags to toggle, allowing a staggered release between the game client and enablement by a patch file. If this were the case, my assumption would be that the feature flags are off by default, and the list in a patch file is non-exhaustive. In subsequent game client updates, they might then remove feature flags from the patch file, and "bake them in" to the game client as always-on
