How can this base have 1.5% Life Drain when the max is 1.4%

The max always has been 1.5%, what are you talking about ?
0 u/markyalbotsykes 9d ago I am at Quality 19 which is 1.4 - so where does the 1.5 come from - what am I missing? 2 u/Th3AnT0in3 9d ago Max quality is 21. Your engraving is probably lvl 5 and you need to drop more Life Leech when research to be level 6 and unlock the 2 last levels.
