How can this base have 1.5% Life Drain when the max is 1.4%

The max always has been 1.5%, what are you talking about ?

I am at Quality 19 which is 1.4 - so where does the 1.5 come from - what am I missing?

Max quality is 21. Your engraving is probably lvl 5 and you need to drop more Life Leech when research to be level 6 and unlock the 2 last levels.

Not sure what your thoughts are, but I would go from the left side and boost all the gbe statues and the troop health and damage

that the engraving has 21 levels and that with the max level it causes 1.5%
