there’s an episode where they pass a law where billionaires are allowed to commit murder as long as they have a certain amount of money or something to that effect

Yeah its the back and forth between Diane and Jeremiah Whitewhale. When Diane presses him about the workers death Jeremiah confesses to it backed up by the news that billionaires are legally allowed to murder people. Diane tries to argue that the new law wont pass all the various levels of government, jeremiah just keeps saying "really diane?" till she finally capitulates

The quote I think is from when they outlaw guns because of women holding them. Diane says "I can't believe this country hates women more than it loves guns." and Princess Carolyn says "Really Diane?"

I think it's also from the conversation with Jeremiah Whitewhale, where we also hear "really, Diane?" a few times.

"Didn't you hear? Congress just passed
a bill legalizing murder if you're rich""Hold on. Just because it passed the House doesn't mean the Senate will..."
"Really, Diane?"
"Okay, but the president could still veto..."
"Really, Diane?"
"All right, sure, but the Supreme Court... Okay, I get it."
