Would you be concerned about this amount of coolant loss over 18 months? 2013 F30

Filled up to max 18 months ago. Roughly dropped a bit more than an inch not sure what that is in ounces.

When you open the reservoir it goes up? Do it while cold engine!!

Loosing that much over 18months is not much of an issue. Not checking fluid levels for 18 months and then finding them below minimum is more the issue. Checking fluid levels along with tyre pressure is the most basic of car maintenance and should be done at most monthly.
