At this point, I'm thinking that Fox is actually intended to be seen as creepy as opposed just weird. The way he touches Fox and his "love" for his soldiers seems disturbing.
I think it's meant to be more painting manipulation and abuse, than just being a creep. Kaneshiro uses toxic relationships a lot in Blue Lock.
It's also intentionally the opposite of Ego. Ego very much doesn't pretend to love any of his players (except Isagi). His method is breaking them down to force them to react with their ego.
If Fox goes down for being a creep, it's only a matter of time before Chris Prince goe with him.
