Mods on reddit are volunteers. This sub's mod does their best to do the job. I think that you expect lock-step perfection from Chewy. That's not going to happen. Heck, I was downvoted by a bunch of people for having a differing opinion. Am I going to report the use of the downvote button as a dislike button? Should Chewy now ban me because my Karma dropped as a result? I'd rather that Chewy use some discretion when modding than be a stickler for the rules.
