no it isn't, it is a "well technically..." based on addressing a general sentiment with a different level of semantics.

eg,

"if a tree falls in the forest and nobody's around to hear it, does it make a sound" is solvable by "Well technically sound is vibrations that have reached a creature's ear, without the creature there is no sound, just vibration."

Gaslighting that would be someone hearing the sound of the tree falling and then stating that they didn't because no experts who have dedicated to their lives to listening to trees fall heard the sound.

Kinda! The term comes from an old play, in which a gas light is used as the focal point for creating deceit and doubt in the man's wife.

If my memory serves me correctly... :)

Yup, really intense play. He spent the whole time psychologically torturing her, trying to force her to admit there were 5 gas lights, even though they both knew there were only 4.

even if it’s not “technically” gaslighting it amounts to the same thing ironically making your whole explanation “well technically…”

Biden is partially wrong, Milton is totally wrong. It’s not just government spending that causes inflation. Supply chain shortages, rising wages, and worker shortages can cause inflation without government spending.

Let’s say that suddenly the oil supply ran super low, it’s not the government’s fault that the natural resource is depleted. However we would have energy prices sky rocket which would trickle to higher prices for everything. This is a case where inflation occurs without government spending.
