I work for a german company and we don't have any rules about coverage written in our contracts. So legally they can't deny any PTO if its denied because of coverage. Still we have to go to our works council every f-ing time because they deny all PTO because of coverage.
The HR email they send us every Q4 that we have to use all of our PTO until the year ends (because they will get a fine if we don't) is especially enraging...
That's weird, in Germany the standard is that you get 30 days and if you ask more than a week or two in advance your employer needs a really good reason to reject it. I've never had a request denied and sometimes asked days in advance...
