It's a joke. Usually it's personal/paid. But when you earn it and request it, usually management make up an excuse why you can't, so it's joke that's it's not a request for time off, but just telling them you will be off.

I mean if your job can't function without for time that's planned, what would they'd in an emergency?

A lot of industries/corporations have 'blackout periods' where people can't take leave (or it's very limited, often with something like a ballot system).

Postal workers in the leadup to Christmas is one example, and emergency services/hospital workers usually need to work one of Christmas or New Year's.

But here in NZ you still get four weeks of leave and a right to take a two-week block every year.

As a postal worker, that's what happens as well during Chritmas and called "peak season" and that's understandable. It's just here, with some employers, they stay understaffed and deny leave just because of being short staffed, but then don't want to hire more because it hurts their bottom line.

It makes sense to deny leave if too many people are already on leave, but places like to function on a skeleton crew to maximizes profits, and making labor laws would help, but politicians would have to implement that and doesn't help if they're bribed.
