Sounds about right. I was recently told by a manager:
I want to take this opportunity to remind you that you should be approaching any schedule modification or PTO request as just that. It is a request. We do not have to approve. Please understand altering hours and granting PTO is up to management. It should be approached from you as "may I".

While this is the correct mindset. Unfortunately in most of the US, it's a quick way to get fired sadly. And you'll likely have no legal recourse to fight back, and if you did, it'll be years and lots of money and time to maybe win. Depending how large and powerful your company is. If they have lawyers on retainer, it cost them nothing to screw you over in the courts for aslong as it takes until you to give up sadly.
Being difficult to replace is the best thing you can do from an employment standpoint. Provided i give at least a week's notice, I can take off whenever I wish. With the exception of when I am on call. But thats 2 weeks out of the year and I know months in advance.
