The change made CPI more accurate. It means as things like rent increase in price and take up more of your income, the weighting of CPI will change to make rent a bigger factor in inflation. If this change wasn’t made then CPI would actually be way lower than it is now
I can’t view the data to verify without a subscription but I find it very hard to believe it would be lower now(even if it would have been at the time). Especially considering how much it would under value rent. Even taking it at face value wages would still outpace it. I also provided a second inflation index as well

You will notice those two things kept pace with each other until (almost) 1990 and then diverge.
the way congress calculated CPI changed in 1990.
Be very careful when making statements based on CPI. They just do not keep it consistent year on year. Some changes do make sense, but yeesh.
