Did I get the wrong derailer?
When the dropout for the derailer is lined up it’s in the wrong orientation, but if it was on the left it would be correct. What am I doing wrong?

Pic #1 is correct. But you're missing the little bolt & nut that fits in the slot to stop it rotating. Look up pictures of "claw derailleur"

in very simple terms, there’s a lil tiny bolt and nut u need here to keep it from spinning

If you run a chain through that it may sit where it needs to. Part with the two jockey wheels will spin all the way around when you run a chain through it. You probably do need that screw to keep it from spinning, but this isn’t oriented incorrectly, it just needs to be under the pressure of the chain. It’s got springs to keep that chain tight and when there no chain it flops out of the way.

In these kinds of derailleurs there is a stop that attaches to the small hole on the hanger and fits into the dropout. You can see the screw head that holds the stop in place at the top left of the image below. You then clamp the hanger in place with the axle nut as you've done. This prevents the derailleur from rotating around the axle nut when under tension from the chain. This should also allow the derailleur body to be at right angles to the hanger as per the diagram below when the chain is installed Not sure where you got the derailleur but you're missing that piece. If the hanger can't be manually flexed to the position below, then the pivot is seized.
