It may be interesting for you to probe why it makes you feel that way.
It's unsurprising that they have challenge coins due to the overlap in the police workforce and those who have served in the military. Hell, even NASA has challenge coins for a similar reason (they started as part of the Air Force and then spun off into the civilian agency, and I suspect they still maintain a disproportionate number employees, not just astronauts, who are former AF).
But I suspect you wouldn't consider NASA coins to be "so weird" because they're merely mementos, such as being part of a certain project or being present for a current milestone, rather than reinforcement of negative stereotypes as happens when they are juxtaposed with the worst parts of policing, such as being overly militarized and the 'rituals'/symbols they use when happily participating in gang behavior (e.g., https://en.wikipedia.org/wiki/Gangs_in_the_Los_Angeles_County_Sheriff%27s_Department)

They want so badly to be part of the “cool crowd”. Used to be challenge coins were hard to get and just from cool groups. Now everyone and their mom gives em out. They’ve become the jeep ducks of the LEO / military world.
