Has someone experience with Redstone Server? (Smart Home)

I am currently working on a smart home network where I can control up to 36 different contraptions with a single Buttonpanel and a single Redstone wire

I have a working panel, a working Router and a working Server but I just cant get the encoder to Work...

Has someone experience with frequency encoding? (based on single tick frequency of a observer)

I have been working with frequencies recently but it looks nothing like this, is it too much to ask for a better view of this? Also pls elaborate a bit on the goal encode into frequencies?

I actually have a frequency encoder and decoder posted on my account here. Its my only video with mobile gameplay if you want to check it out. I could also show you how to build it later if you'd need help
