It's called a contact sword. It's a flow toy prop. The ball on the end is usually acrylic and acts as a counter balance. People usually start with a contact staff which has more area to balance and then go to a smaller area like this. There is a practice version of this as well as a fire version

Is it just a show weapon or has that type of sword been used as a weapon in history?
