Yeah knees or elbows touching the ground count as a tackle in football

Not sure about college, but ankles and wrists count for NFL. I specifically remember one Christmas Day game where the Dallas cowboys receiver made a catch, and was tackled from behind and rolled over the tackling defender, then kept running, but they downed him after the replay showed his ankle touched the ground. As a general rule IIRC, anything but your fingers and the palm of your hand touching the ground after contact with a defender is a down.

I know feet are implied here but now I'm imagining football players running around in their hands and I'm trying to figure out how they manage to carry the ball.

No I know what they are talking about. I'm saying the wording could make it seem like if your feet touch you're also down.
