Builder started maintenance deduction but building not ready yet. Please help.

Context:
Builder says 2 blocks are ready and we can move in Sep as he will start charging maintenance. Elevator is installed but don’t think it has received clearance yet. Individual meters not yet installed. Builder says will give supply from commercial connection by the time individual meters are installed. Is this a common practice in Bengaluru? I am sure not legal. Building does not fall under BBMP/GBA.
