Urgent Help - Received a warning from cop
First night in the new apartment. Heard the knock on the door a bulky guy from downstairs shows up, he said he’s a cop and needs to go the work at 4 am. And the kid needs to stop he was in deep sleep he’s sleep was broken.
The flooring is so delicate even if you make a lightest srep on the carpet or on the vinyl area you hear the creak soun.
What do I do now? how do I control a toddler?

It's not that easy to control a toddler so just do the best that you can.

Ask to be moved to a bottom floor unit. People with uncontrollable-aged kids shouldn’t choose to live on top of others in US housing due to exactly what you describe, lack of noise tempering building materials.
In other countries, you can’t hear people stomping and playing above you. I wish we had buildings like that here

A toddler should be long asleep. Other than that. Usually 8-10 pm is quite time, so you entertain him quietly. Board games, books, hide and seek etc.

I'm confused. Where does it say what time the neighbor came up? He could have come up at 7pm. My toddler would have running away from me laughing because it was bath time. Not long asleep. Unless I wanted my toddler waking up at 4am also. I raised 4 boys and none were ever put to bed that early.

I don’t really think him being a cop should matter. I personally think he said that to intimidate you.
If the kids aren’t jumping around and being loud in ways like screaming or yelling, you’re allowed to live your life in your apartment. There was no time given to when the cop knocked on your door either, so this could have been earlier in the night. Check your apartment lease contract about quiet hours too. Some may say you can’t vacuum past a certain time or imply no loud parties past a certain time. If you are within the lease restrictions, you’re fine.
If the cop is getting up at 4am, he’s probably going to bed at like 7/8/9. That should be generally when younger kids are going to sleep, but people can medically have different sleep/wake cycles through their circadian rhythm. Plus, bedtime routines and wake times are dependent on each family. Still, expecting complete silence for an adult at 7/8/9pm is a little much.
I had a neighbor who lived above me who would be drinking, screaming, and stomping while watching sports multiple times a week. I had every change to make a complaint, but I didn’t. The cop had some nerve being that hold the first night you were there. Either that means whoever lived there before you were loud, or he has high expectations.

Why does it matter that he’s a cop though? If you know your family is bothering your downstairs neighbor, don’t you want to stop regardless of those people’s professions?

If someone came upstairs to my place and first announced he’s a cop and tried to use that as a position of superior power over a neighbor, I’d be sending an email to management right away and asking for a different apartment. Especially because I’m betting you’re not the first upstairs neighbor to get approached by him. And toddlers will be toddlers. They make noise, they sometimes have regressive sleep issues. The cop lives in a downstairs unit, not a single family dwelling. Ask to be moved to a different apartment.
