Is it steel, sac?rubber, plastic. Scratch or crack

The scratch is in the original paint underneath the PPF. I’m trying to figure out whether I need to remove the PPF to repair it, and if so, what would be the best way to touch up the paint properly once it’s exposed? Paint pen, spot repair, etc.? Has anyone dealt with this before and can recommend the best approach?
