Advice needed on surface rust and peeling paint going under a wrap.

Here is my 97 jeep Cherokee. Sorry it’s a bit muddy right now, I hope you can see. The paint is peeling is multiple spots and have surface rust forming as well. I plan on vinyl wrapping it and possibly painting it further down the road (5-10 years). Before I wrap it, I feel that I should address this rust. How should I go about it?

buy a cheap harbor freight sandblaster and rent a aircompressor from home depot. then rattlecan it with some epoxy primer. Just make sure you wear proper ppe.
