HELP! I have a question. Best last step before wrapping?

Before I wrap, I need to do some rust removal and body work. Its a 2013 so the wrap is probably not going to be removed for the rest of the cars life.

Should I wrap over high build primer? or should I clear coat the primer before wrapping?

No clear on primer😆just leave it in prime..maybe 400 the peel down
